Cardiff Council strengthens policy compliance

Cardiff Council has selected NETconsent’s market-leading automated policy management software to manage its policies and procedures.

The driving force behind this purchase was the Department of Work and Pensions requirement for local authorities in England & Wales to transmit restricted data via the Government Connect Secure Extranet (GCSx). The DWP is now enforcing the Data Access Policy, so local authorities in England and Wales must only use GSCx for CIS access and exchanges of sensitive DWP data.

All users of this secure wide area network are required to sign a personal commitment statement or user acceptance policy before being given access to the system. NETconsent will be used to log every user’s agreement to comply with the security rules within the GSi Code of Connection.

NETconsent provides Cardiff Council with a fully auditable system, which ensures users read, understand and accept any policies that apply to them.

“We need to guarantee that all staff accessing Government Connect are updated and aware of their security responsibilities” said Mike Selley, Operational Manager, IT Service Delivery at Cardiff Council. “NETconsent policy management software will further strengthen the Council’s adherence to ‘code of connections’ requirements.”  However, in the middle to long-term, Cardiff Council views NETconsent as a ‘corporate tool’ that will promote and evidence policy awareness and compliance across the whole Council.

NETconsent’s integrated testing module will help to pinpoint any areas of weakness and enable training to be focused where it is most needed. This will result in better targeting of valuable resources and further drive employee compliance with policies and procedures.

By adopting the NETconsent Implementation Methodology, the Cardiff project team has quickly understood the complimentary people and process issues, which have to be handled alongside the installation of NETconsent software.
