How does a user "sign" the policy? 

To sign a policy the user is required to enter their network login password.

Is there a limit to the length of the policy?

No. The policy can be as long as you want it to be. The user will be required to scroll through the whole document.

Do I have to write the policy in HTML to display in the browser?

No. No knowledge of HTML is required. The author can use the integrated text editor or import content and formatting directly from MS:Word.

If a user declines a policy, do they have the opportunity to change their mind? 

Yes. For all mandatory policies the user will not be able to gain access to the specified service until they have accepted the policy. Therefore the policy display screen will appear every time the user tries to access the service. The user has the opportunity to accept the policy, even though they may have previously declined.
In this way the user's digital signature is authenticated.

Internal Control - Guidance for directors on the Combined Code (The Turnbull Report) 

Published by the Institute of Chartered Accountants in England & Wales, this report is the final guidance on the implementation of the internal control requirements of the Combined Code on Corporate Governance. The document has the support and endorsement of the Stock Exchange. The guidance requires companies to identify, evaluate and manage their significant risks and to assess the effectiveness of the related internal control system. Boards of directors are called on to review regularly reports on the effectiveness of the system of internal control in managing key risks, and to undertake an annual assessment for the purpose of making their statements on internal control in the annual report.

The Data Protection Act 1998 (DPA)

The Data Protection Act 1998 (DPA) came into force on 1 March 2000, repealing the Data Protection Act 1984. It sets rules for processing personal information and applies to some paper records as well as those held on computers.

The DPA derives from the EU Directive 95/46/EC which requires "Member States to protect the fundamental rights and freedoms of natural persons in particular their right to privacy with respect to the processing of personal data."
